I’m sorry but I have a correction here: your pooler had been told by WH staff it was the chairman of the joint chiefs of staff participating in the wreath ceremony alongside POTUS, VPOTUS, and SECDEF, but it was MG Trevor Bredenkamp, commanding general of the joint task force – National capital region and the US military district of Washington.

Sincere apologies for the misidentification.
