President Trump sat at the small table on stage and began putting pen to paper at 12:18 p.m.
POTUS indicated he would likely take some questions after signing.
Before signing, Trump asked several stakeholders to speak on stage. One was John B. Hess, CEO of the Hess Corporation. POTUS smiled and patted Hess on the back when he referred to the Gulf of America.
