In-town pool note #4b/restricted pool explainer

After receiving a direct request, I'm adding a bit of context here about the "restricted" pool that was at the departure:

The departure location has changed from the long-standing takeoff spot, the South Lawn, and is now the Ellipse, which is encompassed in President's Park. For those of you who do this more regularly than I do, you already know that the M1 takeoffs reportedly haven't happened for several weeks for a handful of different reasons.

However, when M1 left from the South Lawn, a large group of reporters were able to stand along the ropeline as POTUS left, and call out questions if he decided to come take them.

Now, that isn't an option, and so "restricted" pool is the print/tv/photo/etc in-town pool.
